Thane stepped onto the ledge of the roof looking over Washington, D.C.’s dark grungy lower level. The arching ways and the two upper levels blocked out most of any of the natural light that could reach the lower level. Over the years, progression built on top of history, or took it with them. The White House and the Capital now sat on the upper level high above the city, while the Monument was just built up to tower over the Upper level.
